Assistant Comptroller/Chief Accountant


ENTRY-LEVEL SALARY: $79,446.73 annually
PAY GRADE RANGE: $79,446.73 - $127,114.78 annually (Pay Grade 322)

The City of Knoxville requires as a condition of employment that all newly employed individuals, former employees that have been re-hired, or employees promoted to a new classification will receive their paychecks by way of automatic direct deposit. Starting and promotional salaries will be determined based upon applicant qualifications and in accordance with Civil Service Merit Board Rules and Regulations.

Under general supervision, performs administrative and supervisory work which includes assisting the Comptroller in coordinating, directing, and supervising the work of the various financial analysts in the Accounting and Budgeting. Reviews, analyzes, and monitors various funds and accounts throughout the City to ensure compliance with the budget and proper accounting procedures. Serves as the Comptroller in the Comptroller’s absence and performs other duties as assigned.


  • Assists in the preparation of year-end audited financial reports working closely with external auditors
  • Assists in preparing financial statements and budgets
  • Leading Financial Analysts on various financial projects
  • Overseeing and processing transactions for several of the larger and more complex departments of the City (examples might be Police, Transit, and others)
  • Serving as the team lead in reviewing accounting transactions made by financial analysts regarding their respective departments.

Prepares various reports such as monthly closings, quarterly reports, sections of the annual audit, etc. Reconciles periodic computerized reports for accuracy and completeness and revenue and expenditure reports. Performs related work and other special projects as required.


  • Knowledge of governmental accounting principles, procedures, and methodologies
  • Knowledge of the proper form and content of financial records, statements, and schedules
  • Knowledge of auditing procedures
  • Knowledge of modern office practices, procedures, and equipment
  • Knowledge of automated accounting systems and financial software
  • Knowledge of Microsoft Office (Primarily Word and Excel)
  • Knowledge of business mathematics.
  • Ability to apply accounting principles and methods to a wide variety of accounting problems.
  • Ability to analyze financial transactions and make appropriate original and adjusting entries
  • Ability to interpret and apply Federal, State, and City fiscal regulations and to apply such to specific situations.
  • Ability to prepare financial and statistical reports including financial projections
  • Ability to establish and maintain effective working relationships with other employees
  • Ability to communicate ideas effectively, both orally and in writing.

This position consists of primarily light work, requiring the incumbent to exert up to 10 pounds of force occasionally, and/or a lower amount of force frequently, in order to lift/carry, push/pull, or otherwise move objects. The job involves sitting most of the time, but may involve walking or standing for brief periods of time.
