The purpose of this position is to coordinate and oversee all activities of IT department, including systems analysis, applications support, network administration, telecommunications, and user support.  Directs city-wide information technology planning.  Provides technological support and recommendations to other city departments for effective and efficient operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Lead IT strategic and operational planning to achieve the City's goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment and management of current and future IT systems across the
  • Develop and maintain an appropriate IT organizational structure that supports the business needs of other City
  • Establish IT departmental goals, objectives and operating
  • Establish and oversee an enterprise-wide Information Security Management
  • Identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing and in-house
  • Assess and communicate risks associated with IT
  • Develop, track and control the information technology annual operating and capital
  • Direct the development and execution of an enterprise-wide disaster recovery and business continuity

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in IT, IS or closely related field.
  • Master’s degree in Public Service Administration, Information Technology, or related field preferred.
  • CJIS Certification is required.
  • Minimum of ten (10) years’ recent work experience in IT.
  • Must have a minimum of five (5) years’ supervisory experience.
  • Must be bondable.
  • Offer of employment is contingent upon successfully passing criminal background check and maintain finger prints on file.
  • Must not have been convicted of or pleaded guilty to or entered a plea of nolo contendere to any felony charge or to any violation of any federal or state laws or City ordinances relating to force, violence, theft, dishonesty, gambling, or controlled substances.
  • Must have a valid driver’s license.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Must have broad solid understanding of technology.
  • Deep knowledge of business principles.
  • Excellent understanding of project management principles.
  • Proven leadership abilities.
  • Proven experience in IT planning, organization and development.
  • Proven experience in Technical Management, Technical Understanding, Data Center Management, Budget Development, and Strategic Planning
  • Knowledge of common municipal government systems applications is required.
  • Must have strong reasoning abilities, have strong analytical skills, be a critical thinker and have problem-solving abilities.
  • Detailed knowledge and skill in current Information Technology, industry standards and best practices.
  • Ability to multitask and prioritize requests and projects
