City Planner

The City of Portland is accepting applications for the position of City Planner until filled.

JOB SUMMARY: This employee is under the direction of the Mayor and is responsible for the oversight and management of the City Planning Department. Work is performed in a public/political context, which requires flexibility in problem solving and planning program development.  Management and technical skills are of considerable difficulty and require considerable training and expertise. This ‘exempt’ position is eligible for full benefits and has a salary range of $48,964 - $73,446 DOE.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. . Other duties may be assigned. ·         Plans general operations of the department;

·         Develops complex comprehensive plans for the community;

·         Negotiates and resolves complex planning issues;

·         Develops strategies, which promote economic, and community development or efficient land use consistent with community goals;

·         Recommends, prioritizes, and schedules plans to meet specific needs and short-term objectives outlined in the long-range plan;

·         Discusses strategies outlined in planning documents with community leaders for review and approval;

·         Ensures all relevant information is included in the design of a community planning program;

·         Identifies community problems and opportunities that could be mitigated through community planning;

·         Provides technical assistance as needed on issues related to community planning;

·         Develops departmental budget and administers it throughout the fiscal year;

·         Develops and enforces departmental policy and procedures;

·         Studies organization, operation, staffing, methods and techniques and makes recommendations for improvements affecting economy and efficiency of the department;

·         Assigns, trains, supervises and evaluates subordinate staff involved in office and fieldwork;

·         Makes recommendations on important personnel issues such as employment, transfer, promotion, demotion, salary increases and disciplinary action;

·         Supervises and participates in the issuance of all zoning permits and other fees collected;

·         Administers subdivision regulations and zoning ordinances, and commercial design standards;

·         Coordinates subdivisions and site plan reviews with all applicable county, state and other entities as necessary;

·         Attends appropriate committee meetings comprising, but not limited to:  Planning Commission, Zoning Board of Appeals (ZBA), Design Review, and any                others as necessary;

·         Provides staff to prepare agendas, minutes, staff comments and recommendations for applicable meetings on a monthly basis;

·         Prepares materials and arranges for appropriate study sessions to meet State requirements and committee needs;

·         Meets with developers, builders, and property owners to discuss proposed projects and explain the development process in Portland;

·         Directs the issuance of sign permits;

·         Supervises and participates in the maintenance of technical department files, records and reports;

·         Researches new developments and trends and reports findings to the appropriate committee, Mayor, and Board of Alderman through study sessions and              changes to the zoning ordinances and subdivision regulations;

·         Prepares and coordinates with consultants’ major studies for the City including the Comprehensive Plan, and other special studies;

·         Serves as designated representative of the City on various local and regional Boards; and

·         Serves as the Americans with Disabilities Act (ADA) Coordinator and responds to complaints regarding ADA compliance within the City of Portland.

·         Comprehensive knowledge of the principles, practices, methods, techniques, tools and equipment used in planning administration;

·         Extensive knowledge of the principles and practices of supervision and management;

·         Ability to perform planning managerial work of considerable difficulty in planning, organizing, developing and directing departmental operations;

·         Ability to perform technical inspection work of considerable difficulty;

·         Ability to effectively assign, train, supervise, develop, and evaluate staff and their work;

·         Ability to establish and maintain effective working relationships with co-workers and the public;

·         Ability to supervise and participate in the proper maintenance of technical and other planning official documents and records;

·         Ability to communicate effectively–  both verbally and in writing – with citizens, developers, property owners, other City staff, City Boards and                              committees; 

·         Ability to effectively use a personal computer and the appropriate software programs, including but not limited to: Microsoft Office suite of programs -                  Word, Excel, Outlook and Power Point, as well as GIS; 

·         Working knowledge and understanding of engineering plans, including ability to calculate flows, tangents, and elevations, etc.;

·         Ability to handle stressful situations in a non-confrontational, problem-solving manner;

·         Must maintain confidentiality in all areas of employee, department and city relations; and

·         Must commit to a flexible schedule in order to meet the job requirements;

EDUCATION AND EXPERIENCE:

·         Bachelor’s Degree from an accredited college or university in planning, public administration, or similar area of study necessary to understand the                         principles and practices of municipal planning and government operations;

·         5+ years’ experience in a municipal, county, and/or state planning environment required; and

LICENSES and CERTIFICATIONS:

·         American Institute of Certified Planners (AICP) preferred; and

·         Valid driver’s license.

Work is primarily performed in a temperature-controlled office environment that is well-lit, with low to moderate noise levels.  However, the employee will occasionally visit construction sites and be exposed to clutter, construction materials and debris, moderate to loud noise, and weather extremes.  Employee must wear required Personal Protective Equipment (PPE).
