 Salary: $82, 307.66 - $102,884.59

GENERAL DESCRIPTION OF DUTIES

  • This position directs the Parks & Recreation Department through delegation of responsibility to division and section heads for its day-to-day operations
  • Administers a diverse recreation program and municipal park system, which includes municipal parks and open space, trails, and athletic complexes.
  • Supervises the acquisition, development, improvement, and maintenance of parks, public recreation and cultural facilities.
  • Works to ensure that Parks and Recreation programming meets the needs of the residents of Bristol, Tennessee.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Direct services, including the planning, acquisition, construction, and maintenance of parks, landscaping, street medians, open spaces, and trails.
  • Facilitate activities such as arts, recreation, and leisure services program activities.
  • Manage departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures.
  • Establish, within City policy, appropriate service and staffing levels and allocate resources accordingly.
  • Participate on a variety of boards, commissions, and committees including the Parks & Recreation Advisory Board.
  • Select, train, motivate, and evaluate personnel including departmental staff and program contractors; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Review, initiate, conduct and implement appropriate corrective action for under-performing staff.
  • Inspect and evaluate the adequacy of existing parks, grounds maintenance activities, and recreation and leisure programs.
  • Coordinate the development of the Department’s Strategic Plan and a comprehensive capital improvements program. Conduct and/or supervise any research, surveys, and feasibility studies necessary for development of these plans and programs.
  • Direct the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as necessary.
  • Plan and coordinate efforts to receive federal, state, and local funds; supervise preparation of grant applications.
  • Direct the collection of recreation-related fees, charges, and lease agreements for City parks.
  • Maintain good relations with the public.  Develop, maintain and supervise an effective program for handling citizen complaints and inquiries.
  • Develop and maintain a comprehensive marketing program to promote the department’s image, parks
  • Design and implement Departmental Staff Development Program and ensure parity across the department.
  • Review or cause the review of all safety policies, accident/injury reports, and suggestions relative to safety and loss control so as to maintain a safe and healthy department.
  • Represent the Department to and coordinate assigned activities with other departments, elected officials, and outside agencies and organizations.
  • Performs other duties, as assigned.

MINIMUM TRAINING AND EXPERIENCE

  • Bachelor's Degree in Administration, Recreation or Park Management, or a related field with eight (8) to ten (10) years of recreation programming. Master’s degree a plus.
  • At minimum five (5) to eight (8) years of progressive management experience with background in developing and managing budgets; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this position.
  • Ability to plan, coordinate, direct, and motivate the work of professional and administrative staff.
  • Knowledge and proficiency in the use of computers, Microsoft Office features, and other basic software.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to perform high-level analytical tasks.
  • Working knowledge of department policy, laws, and regulations.
  • Ability to use good judgment and think quickly and rationally in difficult or stressful situations.
  • Ability to analyze and categorize data and information in order to determine the relationship of the data with reference to criteria/standards.  Ability to compare, count, differentiate, measure and/or sort data and information.  Ability to assemble, copy, record, and transcribe data.  Ability to classify, compute and tabulate data.
  • Ability to persuade, convince, sell and train others, including the ability to act in a lead capacity.
  • Ability to advise and interpret on how to apply policies, procedures and standards to specific situations.
  • Ability to utilize advisory data and information such as financial statements, technical operating manuals, procedures, guidelines, non-routine correspondence and laws.
  • Ability to establish and maintain effective working relationships with City and State officials, private sector executives and business representatives, and the general public.
