POSITION PROFILE – PLANNING ASSISTANT 

A search is underway to attract a highly organized, forward-thinking candidate with a strong background in planning to serve as the next Planning Assistant for the Town of Nolensville, Tennessee.   

The Community 

Historic Nolensville is located in Williamson County, Tennessee along scenic Mill Creek.  Nolensville was originally settled in 1797 and later incorporated in 1838. Nolensville voted by referendum to reincorporate in 1996. The Town is strategically situated east of Franklin and Brentwood, Tennessee and northwest of Murfreesboro, Tennessee.  Nolensville is a growing municipality with a land area of approximately 10.6 square miles that has grown from 13,829 residents in 2020 to an estimated current population of over 16,836 residents.  Nolensville is experiencing significant growth and development that includes a variety of mixed-use, retail, and residential development projects.   

The Town Government 

The Town of Nolensville is chartered as a Manager-Commission form of government.  The Board of Commissioners is the policy-making body, while the Town Manager is the Chief Administrative Officer.  The Nolensville Board of Commissioners is composed of five Commissioners elected at large to make policy decisions for the Nolensville Town government.  The Board of Commissioners appoint from the Board the Mayor and Vice Mayor for two-year terms. The commissioners enact ordinances and resolutions and policies.  Hiring authority rests with the Town Manager. 

PLANNING DEPARTMENT 

The Planning Department is composed of three positions that include the Planning Director, Town Planner and Planning Assistant.  Together they perform a variety of community planning and land use and development regulation tasks to guide growth and development throughout the community. Specific responsibilities include administration and enforcement of the Town’s Zoning Ordinance and Subdivision Regulations as well as performing a variety of community planning functions including the Town’s comprehensive plan and Major Thoroughfare Plan.  The Planning Department provides staff support to various boards and commissioners including the Board of Commissioners, Planning Commission, Board of Zoning Appeals, and the Historic Zoning Commission. 

THE POSITION 

The Planning Assistant will assist the Planning Director and team in handling the day-to-day work of the Planning Department.   

Essential Functions 

Coordinates activities within the department providing direct support for the Planning Director, Town Planner and Town Engineer and other Town staff. 

Analyzes and recommends methods for improving work flow in areas such as record keeping systems, forms control, and general office operation. 

Gathers relevant statistical, financial, and related data used in planning and decision making and recommends solutions. 

Works pro-actively to develop best practices and recommends courses of action regarding Performance Bonds and analyzes probable consequences. 

Prepares concise reports on programs or projects. 

Assists in reviewing various permits, applications and plan review. 

Assists with preparation of official directives and correspondence with developers, design professionals, general public, and elected and appointed officials. 

Maintains accurate up-to-date records and disseminates information as necessary. 

Coordinates activities with other departments to ensure Developer/Builder Compliance (Permits, Engineering, Code Enforcement, GIS, Administration, and Finance). 

Maintains and oversees development agreements pertaining to public and private improvements for development projects.  

Investigates and resolves various requests and/or complaints from the public 

Troubleshoots unusual situations on an as needed basis. 

Works on special projects, prepares and presents reports as assigned. 

Prepares materials for Planning Commission meetings, Board of Zoning Appeals Meetings and Historic Zoning Commission Meetings such as agenda, minutes and bond actions. 

Maintains department website and makes updates as necessary including tracking all adopted updates made to the Zoning Ordinance and Subdivision Regulations. 

Performs landscape inspections as required for bond action requests. 

Creates submittal calendars for the PC, HZC and BZA based on requirements outlined in the Zoning Ordinance. 

Assist with submittals, public notice requirements, and document management for various Boards and Commissions. 

Minimum Qualifications 

Associate’s degree from an accredited university/college. 

Two (2) years’ experience in administrative work. 

Preferred Qualifications 

Education and Experience:  

Bachelor’s degree from an accredited university/college.

  • Ability to compose letters and other forms of correspondence.  
  • Ability to maintain accurate records. 
  • Ability to use office equipment and personal computer. 
  • Ability to establish and maintain effective working relationships.  
  • Ability to keep accurate records and write detailed reports.
