Salary Range: $65,097 - $106,670  

Anticipated Hiring Range based on qualifications: $65,097- $89,737

About This Opportunity: 

The Procurement Buyer and Strategic Sourcing Specialist is responsible for procurement activities for the City of Maryville, ensuring that goods and services are acquired in a cost- effective and efficient manner while adhering to all applicable laws, regulations, and policies. The role includes strategic sourcing, and vendor relations for the general government and utilities. The work is performed under the direction of the Purchasing and Contracts Manager and falls under the Finance Department. 

Essential Functions: 

  • Processes requests for and purchases of goods and/or services for general government and utilities. 
  • Prepares, advertises, processes, and analyzes bids, quotes, and contracts, makes recommendations regarding awarding to successful vendor. 
  • Generates purchase orders through multiple ERP’s.  
  • Meets with vendors and manufacturers’ representatives assessing suitability of their products for use by the City. 
  • Performs Purchasing and Contract Manager’s duties during their absence. 
  • Develop and implement procurement strategies to optimize spending and achieve cost savings. 
  • Conduct market research to identify potential suppliers and product alternatives. 
  • Evaluate and select suppliers based on criteria such as price, quality, service, support, availability, reliability, and selection variety. 
  • Coordinate with various city departments to assess needs and develop strategic purchasing strategies and plans. 
  • With the Purchasing Manager, prepare and issue Request for Proposals (RFPs), Request for Quotations (RFQs), Invitations to Bid (ITBs), and other solicitation documents. 
  • With the Purchasing Manager, conduct bid openings, evaluate bids and proposals, and recommend award decisions to the Director. 
  • With the Purchasing Manager, negotiate terms and conditions with suppliers, including pricing, delivery schedules, and payment terms. 
  • Develop and maintain relationships with suppliers and internal customers/stakeholders. 
  • Develop and maintain a vendor list. 

 

 

 

 

Knowledge, Skills, and Abilities:   

  • Comprehensive knowledge of laws, regulations, purchasing methods, contracting, source selection, competitive bidding, negotiation, transportation, quality assurance, contract administration, tracking, and inventory management;  
  • Comprehensive knowledge in preparing reports and other types of correspondence; 
  • Comprehensive knowledge in the use of standard office equipment and associated software;  
  • Ability to write clear and concise contracts and specifications;  
  • Ability to express ideas clearly and concisely, orally and in writing;  
  • Ability to write precise specifications, and understand technical papers;  
  • Ability to make arithmetic computations; 
  • Ability to compute rates, ratios and percentages;  
  • Ability to understand and apply governmental accounting practices in maintenance of financial records; 
  • Ability to make fair and ethical decisions as it relates to the job and City as a whole;  
  • Ability to establish priorities in terms of work flow; ability to establish and maintain effective working relationships with associates, vendors and the general public. 

Education and Experience: 

  • Bachelor's degree with coursework in business administration, supply chain management, or related field and considerable purchasing experience or equivalent combination of education and experience.   
  • Related experience in government setting preferred. 

Special Requirements: 

  • Obtain a CPPB or approved equivalent within three (3) years of hire.  
  • Obtain Lift Truck Operator certification within three (3) months of hire.  
  • Possession of Class D driver’s license valid in the State of Tennessee. 

Physical Requirements: 

This work requires the frequent exertion of up to 25 pounds of force and occasional exertion of up to 75 pounds of force: work regularly requires using hands to finger, handle or feel, frequent standing, walking, sitting and speaking or hearing and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires some assembly or fabrication of parts with arm’s length, operating machines, operating motor vehicles or equipment and observing general surrounds and activities; work occasionally requires working near moving mechanical parts, exposure to the risk of electrical shock and exposure to vibration; work is generally in a moderately noisy location (e.g. business offices with normal business machine activity and moderate traffic and heavy equipment) work has some exposure to environmental conditions.
