DEPARTMENT: Public Works
JOB SUMMARY
This position directs the operations of Engineering Division of the Public Works Department.
MAJOR DUTIES
· Assigns, directs, supervises, evaluates, and disciplines personnel; coordinates daily work activities
· Interprets and applies city ordinances, regulations, and policies pertaining to subdivisions, zoning, drainage systems, and other applicable areas
· Provides staff support to Planning Commission; provides assistance in planning, coordinating, and conducting meetings
· Oversees, organizes, and coordinates operations and activities of the division; develops and implements long and short term plans; implements and monitor approved budget
· Recommends capital improvement projects; assigns and reviews capital improvement projects
· Makes decisions on design, construction, and adequacy of the City’s infrastructure; determines compliance of construction work; identifies needs and options for improvements
· Oversees technical review of site plans, plats, and blueprints; oversees inspections of subdivisions
· Coordinates planning, surveying, design, and construction of roadways, and drainage systems, grading and erosion control plans
· Provides engineering management and guidance for construction work; performs engineering land surveys; resolves problems involving easement plats and narratives
· Provides information and assistance to developers/contractors/engineers/architects/general public
· Oversees the collection and analysis of civil engineering data; prepares studies and reports; prepares legal documents; writes legal deeds
· Performs other related duties as assigned

SCOPE AND EFFECT
The purpose of this position is to manage the overall operation of the division. Successful performance helps ensure the effective and efficient operation of the division and City government.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
· Environment: The work is typically performed in an office and outdoors where the employee is exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, and occasional inclement weather. Work may require the use of personal protective equipment
· Physical: Work is typically performed while sitting at a desk. Frequently lifts heavy objects, climbs ladders, uses equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color
· Visual: See in a normal visual range with or without correction. Specific vision abilities required by this job include close vision and the ability to adjust focus
· Hearing: Hear in a normal audio range with or without correction
SUPERVISORY CONTROLS: This position reports directly to the Public Works Director.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over the Assistant City Engineer (1), Design Engineer (1), Traffic Engineer (1), Stormwater Coordinator (1), Construction Inspector (1), as well as 2 other subordinate positions.
MINIMUM QUALIFICATIONS
· Bachelor’s Degree required in a course of study related to the occupational field
· Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience
· Possession of or ability to readily obtain a valid Driver’s License issued by the State of Tennessee for the type of vehicle or equipment operated
· Certification as a Professional Engineer
FLSA Status: Exempt Pay Grade: 24
