JOB SUMMARY

This position is responsible for planning, organizing, managing, and directing the operation of the Fire Department.

 

MAJOR DUTIES

· Supervises, directs and evaluates department personnel; coordinates daily work activities; organizes, prioritizes, and assigns work; reviews and approves work schedules

· Coordinates department activities with those of other departments, public service agencies, and emergency management agencies

· Develops and administers department budget; develops and implements department policies; develops and implements long and short-term plans

· Conducts periodic inspections of fire companies, fire stations, equipment, apparatus, personnel, protective clothing, and facilities

· Directs and oversees department training program

· Directs response to emergency calls for fire suppression, medical assistance, hazardous materials incidents, motor vehicle accidents, and other emergency situations

· Responds to major incidents; assumes incident command; evaluates incident scenes and determines appropriate firefighting tactics and allocation of manpower and equipment

· Assists with the suppression, control, and extinguishing of fires; assists in performing rescue operations; drives and operates various fire vehicles as needed; administer first aid

· Directs and assist in conducting fire investigations

· Directs fire hydrant maintenance program

· Oversees inventory of departmental equipment and supplies; oversees maintenance of vehicles, equipment, and buildings

· Maintains records, logs, and files of work activities

· Responds to complaints and questions; provides information and research problems; oversees public relations functions; oversees public education functions

· Attend various meetings, serve on committees, and makes speeches and presentations as needed

· Performs other related duties as assigned

 

KNOWLEDGE AND SKILLS REQUIRED

· Knowledge of fire prevention and suppression standards, practices, strategies, and tactics

· Knowledge of fire protection practices

· Knowledge of emergency and disaster management principles and practices

· Knowledge of standard fire prevention codes, National Fire Protection Association standards, federal, state, and local laws, and department standards, rules, and regulations

· Knowledge of personnel and financial management principles and methods

· Knowledge of emergency medical principles and applications

· Knowledge of hazardous materials

· Skill in management and supervision under both routine and emergency situations

· Skill in planning, analysis, decision making, and problem solving

· Skill in the operation and use of fire equipment and apparatus

· Skill in the use of communications and audiovisual equipment

· Skill in master planning, pre-fire planning, and hazard identification

· Skill in public and interpersonal relations

· Skill in oral and written communication

 

SCOPE AND EFFECT

The purpose of this position is to direct and manage the provision of fire services to the community. Successful performance contributes to the protection of life and property, the well-being of the community, lower property insurance rates, and the administrative efficiency of the department.

 

PHYSICAL DEMANDS

The work is typically performed while sitting at a desk with intermittent standing or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.

 

WORK ENVIRONMENT

The work is typically performed in an office, except while at other emergency or fire scenes. At a fire scene, the employee may be exposed to noise, dust, dirt, machinery with moving parts, irritating chemicals, inclement weather, extreme temperatures, and hazardous situations. The work requires the use of protective clothing and devices.

 

SUPERVISORY CONTROLS: This position reports directly to the Chief of Operations.

 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Assistant Fire Chief (1), Fire Marshal (1), Administrative Chief (1), and Public Safety Office Manager (1).

 

MINIMUM QUALIFICATIONS

· Bachelor’s Degree in a course of study related to the occupational field, or a combination of an Associate’s Degree and a minimum of 25 years of experience of municipal fire service

· Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department to direct and coordinate work within the division/department, including sufficient experience in the supervisory and management capacities to effectively accomplish department objectives

· Possession of or ability to readily obtain a valid Driver’s License issued by the State of Tennessee for the type of vehicle or equipment operated

· Ability to meet current requirements set forth by the National Fire Protection Association and the State of Tennessee
